The author recalls the importance of police surveillance as regards time, place and type of traffic offence in traffic safety. Optimum results will only be achieved if and when the road users are certain that the police know their duty and fulfil it to the best of their ability. The penalty imposed should fit the offence and be given as soon as possible after the offence has been committed. Traffic surveillance should be based on visual traffic observations. /TRRL/
