RESOURCE PLANNING FOR A DIRECT WORKS SECTION - HELP OR HINDRANCE?

This paper describes a highway maintenance management system which had been developed in the County Surveyor's Department, West Sussex CC to control general and structural maintenance. Extensive use is made of a computer filed highway inventory of trunk and county roads linked to agreed maintenance standards and current unit rates enabling management to be given accurately costed options upon which to base decisions or recommendations to committee. The system recognises the fundamental advantage to all levels of management to describe work programmes in resource as well as financial terms. Resource quantities in plant, labour and material are considered indispensable for efficient work planning and effective control of works in progress: financial terms alone frequently fail to convey this vital information. The highway inventory is the only way to quantify accurately work for general maintenance and it is the essential base for the March rating system; it has proved an invaluable works management tool to assist in policy decisions the preparation of annual estimates and work planning and control.(a) /TRRL/
