HARBOR TOLLS, USER FEES, INTERMODAL TRANSPORTATION FIRMS, COAL SLURRY PIPELINES, 300 PERCENT GROWTH ON WATERWAYS

Department of Transportation Secretary Coleman recommends the imposition of user fees for harbor and deepwater channels. He does say, however, that it is unrealistic to attempt to recover all past government expenditures on canals and waterways. The Secretary's attitude on slurry pipelines for coal shipments are viewed as indicative of his attitude towards modal competition in general.
