According to government statistics, the American owned foreign flag fleet now numbers 112 bulk and ore carriers and 508 tankers. The need to shift this fleet to U.S. flag operations is emphasized. The imposition of a tax on corporate profits is viewed as a disincentive to convert to U.S. flag operations. It is recommended that a moderate promotional effort through tax reform and coupled with provisions favoring American registration of foreign built ships already in service may be the best way of keeping U.S. bulk shipping capacity in line with market demand.
