THE EVALUATION OF ARTERIAL AND FREEWAY IMPACTS OF RAMP METERING IN CONTRA COSTA COUNTY
This paper provides a summary of an extensive evaluation of ramp metering impacts on freeway and arterials. To date, most analyses of ramp metering have focused on the impacts of freeway traffic flow and sometime address impacts to the freeway on-ramps. In this study, an important component has been to develop a methodology to assess traffic diversion to/from/between arterials as a results of ramp metering, to quantify the diversion impacts at selected intersections, and to identify mitigation measures where needed. The local jurisdictions in the Central, East and Southwest portions of Contra Costa County have sponsored this study to evaluate potential ram metering impacts prior to the planned implementation of any ramp meters in County.
