EUROPE - EFC'S MELTING POT
There is widespread interest in electronic fee collection (EFC) (also known as electronic toll collection (ETC)), road user charging, and electronic road pricing throughout the EU, with many preparations being made in different countries. This article describes the position of EFC projects funded by the European Commission (EC), including their latest achievements and future plans. These projects aim at achieving inter-operability across Europe as a whole. Almost all the EFC projects in the EU's 4th Framework research and development programme have concluded or will end soon. The CARDME-3 Support project produced a specification for an interoperable European EFC service, and studied onboard electronic purse issues. The A1 project also aimed to achieve the interoperability of European EFC systems, in close cooperation with CARDME-3. Other relevant projects included STAR (not yet completed), ADVICE, INITIATIVE, and VERA. Projects funded by the DG Transport and Energy TEN-T budget include CESARE, aiming to produce a Common EFC System for an ASECAP Road Tolling System, and DESIRE and PRoGRESS, which will assess road pricing. Under the 5th Framework programme, DELTA aims to integrate DSRC radio communication links, and other projects will include CARDME-4 and CESARE II. MANS is part of the Scandinavian VIKING telematics project.
