MEASURING RESPONSE READINESS: SLICK SOLUTION TO A GOOEY PROBLEM
This article discusses the measurement of response readiness to potential oil spills by the U.S. Coast Guard Marine Safety Office (MSO). An oil spill response readiness index comprised of 5 variables is developed, each of which is weighted and entered into a formula to derive an index number. This index number is used as a visual indicator on a corresponding "dashboard" gauge to provide a measure of response readiness. The formula and its 5 component variables are examined and explained.
