TRAVEL PLANS: ANOTHER SOURCE OF ENERGY SAVINGS

The UK Department of the Environment, Transport and the Regions (DETR) has been developing a programme offering technical assistance and research to organisations implementing travel plans. The Energy Efficiency Best Practice Programme (EEBPP), funded by the DETR, commissioned a study of the potential energy savings and air pollution reduction, that might be obtained from travel plans that reduce over-dependence on the car for both commuting and business travel. The research showed that significant energy savings were possible and early gains could be achieved easily by travel planning rather than technical fixes. In the light of these findings, the DETR published a booklet in June 1999, followed by technical handbooks and best-practice guides, and made them widely available to businesses, the public sector, and other employers. They include a Travel Resource Pack for Employers and guides to new business opportunities here for public transport operators and providers of services to cyclists and walkers. Site and facilities managers are now increasingly seeing travel plans as a management tool that offers considerable benefits to their companies and organisations, in several ways. Travel plans also present a new opportunity for consultants, requiring a multidisciplinary approach; they need to be handled with sensitivity and care, due to the lifestyle changes needed.
