A NEW WAVE OF HOPE FOR THE WAVERLEY ROUTE

The establishment of the Scottish Parliament has given new encouragement to the campaign to reopen at least part of the Waverley rail route between Edinburgh and Carlisle. The article includes a route map. The future of the route's central and southern sections is still uncertain due to construction difficulties and costs, but the attempt to reopen the northern stretch from Edinburgh to Galashiels is gaining momentum. This article shows how the scheme could make a real difference to the lives of people living near the border between Scotland and England. Immediate benefits of reopening the line include reduced travelling time, less car traffic in Edinburgh, and easier shopping in Edinburgh for inhabitants of the region. Other benefits could be more local business, attracting new households to the region, creating new jobs there, and increasing tourism. Although the Scottish Parliament's debate on the scheme on 1 June 2000 was positive, no definite decision was made. A Bill before the Parliament will be required, to provide powers to develop and reopen the line, but the UK Government has not yet transferred these powers to it. The Bill will have to be followed by a public inquiry to determine the details of the line and its route; then land will have to be bought and the line must be built. Thus 2008 is its likely opening date.
