TEST AND EVALUATION PLAN FOR THE LABORATORY VALIDATION OF X-RAY THREAT IMAGE PROJECTION

The Threat Image Projection (TIP) system is an X-ray machine upgrade that projects fictional threats onto or in between the images of passenger baggage. TIP should increase screener vigilance and motivation, provide exposure to a wide range of threat images, and track screener performance. The paper reports on a project with an effort to test the validity of TIP by comparing screener performance with TIP images to their performance with real world threats. The test will determine if there are any screener performance differences between real threats, projected fictional threat images, and projected combined threat images.
