PAVING THE WAY - A CONSULTATION PAPER. A REVIEW OF THE MANAGEMENT AND MAINTENANCE ARRANGEMENTS FOR MOTORWAYS AND TRUNK ROADS IN ENGLAND - DECEMBER 1999

This consultation paper reviews the arrangements for managing and maintaining motorways and trunk roads in England. The Highways Agency (HA) is now reviewing the way in which it procures such services, and this document describes the key issues involved in developing better methods; it presents several strategic options for change. It seeks views on whether these options are right, which other options have been missed, and how best to implement and operate the eventually selected options. The HA already works in partnership with industry in managing and maintaining the road network. To achieve best value, this partnership must be strengthened, and views are sought on how best to do this. The document first briefly reviews the present situation, including road maintenance spending and current contracts. It then presents four options: (1) Improved Managing Agent and Term Maintenance Contractor contracts with the Partnering Board; (2) Network Contractor and Network Adviser contracts with the Network Board; (3) Managing Agent Contractor contracts; and (4) Privately Financed Managing Agent Contractor contracts. Finally, it lists questions about the tender process, the scope of work and services, specification, contract duration, payment mechanisms, partnering, and road user issues that need answers.
