REFORMING THE FEDERAL, STATE, AND LOCAL LAND-USE REGULATION CONNECTION. IN: MODERNIZING STATE PLANNING STATUTES: THE GROWING SMART WORKING PAPERS, VOLUME ONE
This working paper shows how the federal government, states, and localities might better reconcile their conflicting interests in administration of federal land-use programs. It recognizes the federal regulation of land use as a phenomenon of the 90s that cannot be ignored. It seeks, however, to reconcile the federal framework with existing state and local processes.
