THE QUEENSLAND MAIN ROADS EXPERIENCE - UTILISING SUPPORT TOOLS AND EXPERTISE FOR AN EFFECTIVE ASSET MANAGEMENT OUTCOME
The Queensland Department of Main Roads (QDMR) has moved forward along the path of recognizing the importance of asset management and implementation of good asset management principles. QDMR began a new phase of implementing improved systems and capabilities for managing its pavement assets in 1998, when it committed to developing a maintenance investment analysis tool, SCENARIO, and implementing the tool in district maintenance planning operations. SCENARIO Suite Millennium (includes SCENARIO, VIEWER and BUDGET) is a decision support tool, used to assist in the process of developing a future program of maintenance works. It models the performance of a road network utilizing various treatment strategies and deterioration profiles. The SCENARIO Suite includes its own reporting system, which gives information about road segments and their results (VIEWER) and a budget constraint analysis system (BUDGET). A vast amount of data is collected and loaded each year by district and corporate staff for each district into a centrally located database system (ARMIS). ARMIS is made up of several subsystems, which include: the definition of the road network; the details of features that appear on the road, the materials used to make up the road, and other inventory; pavement condition information; traffic analysis and reporting; accident information; routine maintenance data and bridge information. In conjunction with a formal pavement management program, QDMR has developed a suite of associated software to enable the display and visualization of this large amount of data collected on the state road network. By effectively being able to visualize the data it can be utilized in the asset management process. This paper will briefly consider the journey of QDMR in asset management of the road network, summarize the tools and systems developed and highlight examples of their use.
