BARRIERS TO INTERLOCK IMPLEMENTATION
The paper examines both current and past vehicle interlock programs with a focus on the challenges faced by courts and motor vehicle departments when attempting to implement mandatory programs as required by current federal legislation. Experience with interlock programs has shown that DUI offenders are not motivated to install them in their vehicles in order to drive legally.
