PRACTICAL ISSUES ON DEVELOPING DIVERSION ROUTES FOR FREEWAY INCIDENT MANAGEMENT PROGRAMS
This paper describes how diversion routes were selected as part of an incident management program developed for the Lexington-Fayette Urban County Government in Kentucky. Focus is on the evaluation of the diversion routes that were selected for use in the program. The paper discusses concepts that need to be considered when developing such routes, such as incidents occurring during peak and off peak periods. A proposed implementation plan is also presented.
