CREATING A WIN-WIN FOR TRANSIT AGENCIES AND FREIGHT RAILROADS THROUGHOUT THE DEVELOPMENT OF LIGHT RAIL TRANSIT SYSTEMS
The paper discusses the process initiated by the Central Ohio Transit Authority (COTA) to develop a light rail transit (LRT) system to connect the city of Columbus Central Business District along a 13-mile corridor to Polaris, one of the fastest growing commercial and residential areas in central Ohio. The project was looking to: increase the efficiency of freight operations; reduce grade crossing accidents and blocked crossings; enhance opportunities for rail passenger service within the region; encourage economic development in central Ohio; and reduce vehicular traffic congestion.
