PARKING AS AN HOV INCENTIVE
This paper discusses two incentive parking programs aimed at reducing the number of single-occupant vehicles that travel to work. The first program involved the use of parking passes. This program offered four free or discount parking days a month to employees who bought and used bus passes. The second program, called Cash In Your Car, offered a monthly cash value to employees who agreed to not use their parking spaces for a whole month. Both programs had as their goal the reduction of single-occupant vehicle commuting to work.
