This report deals with the development of a rational methodology for the performance monitoring and maintenance management of soil-cement bases, based mainly upon extensive field measurements and observations carried out over several years by Alberta Research Council in conjunction with the Alberta Department of Highways and Transport. The report does not consider in detail soil-cement mixture design and testing, structural design, construction methods and quality control, since these are dealt with in detail in other chapters of an overall report. This investigation deals mainly with performance observations on cement stabilized sands used in the provincial soil-cement base course programme and the development of deflection criteria for soil-cement base pavements having an effective thickness of 6 to 8 inches (150 th 200 mm), and surfaced with about 4 inches (100 mm) of asphaltic materials.
