REGIONALISM, PLANNING AND STRATEGIC INVESTMENT IN THE TRANSPORTATION SECTOR. IN: NEW CONTRIBUTIONS TO TRANSPORTATION ANALYSIS IN EUROPE
The objective of the paper is to illustrate the difficulties traditional planning has in facilitating rational investment decisions. The paper focuses on the heart of investment decisions -- the location and impact of those investments, and the willingness or desire to strengthen urban cores or to live with and adopt to dispersion. These planning issues are being decided in political meetings and not in the planning literature. They are decided around personal and community values, issues of personal freedom and also of race. It is believed that the strong urban centers are crucial for economic and social growth.
