PRIVATIZED CALIFORNIA TOLL ROAD GAINS FHWA APPROVAL

After nearly 10 years of planning and development, the Federal Highway Administration (FHWA) has cleared the way for construction to begin on the State Route 125 toll road project in California's San Diego County. The project is only the second of four initiatives approved by the state legislature in 1990 to allow private financing and construction of needed roadway projects in California. To help finance construction, the developer is taking advantage of the Transportation Infrastructure Finance and Innovation Act (TIFIA), a financing program authorized by the Transportation Equity Act for the 21st Century (TEA-21). Although bid packages have been released for both the publicly and privately financed sections, it is hoped that the winning design/build team will be the same for both contracts to expedite construction. Construction is expected to begin in early 2001 and take approximately 34 months to complete.
