HEAVY TRUCK SAFETY ON LOW VOLUME HIGHWAYS: QUESTIONS CONCERNING POLICY AND ENFORCEMENT
This paper: (1) discusses public policy areas used to address truck safety on the low volume highway situation common to Manitoba and Saskatchewan; (2) examines evidence of the effects of these policies on truck safety on low volume highways; and (3) makes observations and poses questions about the role and contribution of different policy areas in enhancing truck safety in the low volume highway context.
