IMPROVING COMPLIANCE WITH MOTOR CARRIER SAFETY REGULATIONS
The potential benefits of improved compliance with motor carrier safety regulations encompass reduction in highway crashes, enhanced productivity, fairness in competition and efficient utilization of agency resources. Compliance with safety regulations related to commercial vehicle operations is a complex function of a number of factors including the nature of the regulations, enforcement approaches, sanctions for violations, nature and operating characteristics of the trucking industry. Concepts to improve compliance are suggested to include improved sampling process so that representative samples of vehicles and carriers are used, identification and definition of enforcement strategies and sanctions that are effective in encouraging compliance with the safety regulations.
