THE PUBLIC POLICY PROBLEM OF GRAIN TRANSPORTATION
The purpose of this paper is to analyze the likely impact of deregulation on the grain industry. The following section examines the problems facing potential railway companies and discusses some of the public policy questions raised in this context. The paper then outlines how governments have historically addressed these public policy questions in the United States and in Canada. It reviews the role of government in the development of the railway industry. The history of government regulation of railways is then presented to identify possible results of deregulation. Recent moves towards deregulation in both countries are discussed. A conceptual model is then presented and used to analyze the impact of rail deregulation on the grain freight rates.
