PAYING TO USE ROADS - WHAT MOTORISTS AROUND THE WORLD SAY - RESULTS OF THE SURVEY OF THE WORLD MOTORING ORGANISATIONS

This brochure outlines the results of a worldwide survey of motorists' attitudes to road pricing and congestion charging. The survey was conducted by motoring organisations in 22 countries that, between them, represent over 100M motorists. It shows that the vast majority of congestion charging proposals are very unpopular, that few proposed schemes are implemented, and that the income from implemented schemes is likely to be spent on purposes other than transport. Here, motorists worldwide have little confidence in their politicians; for example, motoring organisations in Austria and Germany forced their governments to withdraw planned motorway tolls. The surveys' findings show that, in most of the countries studied, drivers will reluctantly accept new tools and charges if they fund major transport projects, but that they are not prepared to pay new money to drive on old roads. 17 of the 22 countries currently have some form of motorway charging, either by toll or by vignette (a charged permit displayed on a windscreen). Eleven of the countries that have motorway or urban tolling are debating further road pricing measures. Two (Norway and Singapore) currently have charges to enter cities, but the Norwegian scheme is unpopular. The brochure gives examples of attitudes and policies for nine of the 22 countries.
