EFFECTIVE MANAGEMENT OF ROAD MAINTENANCE IN SATURATED TRAFFIC ENVIRONMENT - BANGKOK EXPERIENCE
Bangkok, like other major cities of Asia, suffers from horrendous traffic conditions. With such difficult conditions for both construction and maintenance the Bangkok Metropolitan Administration decided that the time was right to introduce best practice techniques to the development of maintenance plans and the management of the maintenance process. Implementation was undertaken in two phases; firstly the implementaiton of a Pavement Management System followed by a Resource Management System developed specifically to meet the requirements of the BMA. The RMS is written in Thai Visual dBase. This paper describes the principles behind the pavement management system and the resource management system and how their use will improve the efficiency and effectiveness of the maintenance effort.
