LESSONS LEARNT ON THE WAY TO SYSTEM INTEGRATION OF THE GAUTRANS PAVEMENT MANAGEMENT SYSTEM

The former Transvaal Pavement Management System (PMS) was implemented initially in 1984. It now forms part of a comprehensive, integrated Road Network Management System (RNMS) in the new province of Gauteng. Several problems occurred during implementation and integration which were overcome with time, while others still persist. The type of problems faced include those associated with road network identification, upgrading of computer systems and associated data, organizational problems, the use of the system outputs in decision-making, and operational problems. The paper describes the current system structure and implementation successes and problems. The paper offers some advice to others embarking on this path, particularly with regard to road inventory and organizational structures required to ensure success. The current Gautrans system is a reasonable example of a integrated system and has required increased levels of integration as the sophistication of the PMS increased. The development of all sub-systems is co-ordinated by a Systems Directorate which ensures that all new sub-system developments take the needs of other sub-systems into account and to maximise the usefulness of the information contained.
