INTRODUCING PAVEMENT MANAGEMENT SYSTEM IN CROATIA
Since 1987 the Croatia Road Authority (CRA) has been working on the idea of establishing an appropriate pavement management system (PMS) with the purpose of improving road maintenance practices in Croatia. Phase I of this project was completed in 1989, as a small pilot study. This study confirmed, using the HDM-3, advantages that can be gained in planning and budgeting maintenance activities. To speed up the process of establishing such a management system, the CRA selected the Danish Road Directorate (DRD) to act as consultant for this work. Based on the Danish system BELMAN, and taking into account the current needs and present situation, the structure of the future pavement management system (KOLMAN) has been defined.
