ECONOMIC AND FINANCIAL ASPECTS OF BUYING AND OPERATING SHORT LINE RAILWAYS IN CANADA
This paper is based on background research done by KPMG for Industry Canada on the subject of short line railways in Canada. The purpose of this work was primarily to examine the economic and financial structures of the short line industry in Canada, as well as some other competitiveness factors affecting the performance of short line railways. The next section in this paper provides a short overview of short lines in Canada and the United States. Sections III and IV describe, respectively, some of the institutional and legislative issues, and economic and financial factors, that are relevant to Canadian short line railways. The process of selling and buying a short line, and the key success factors for operating a profitable short line railway company in Canada, are outlined in Sections V and VI. A summary and conclusions are presented in the final section.
