AVIATION PUNCTUALITY STATISTIS - ARE THEY WORTH THE WAIT?

The United States, the United Kingdom and Canada have all tried different approaches at measuring how successful the major scheduled commercial airlines have been at getting their flights to operate at the scheduled time. In the United Kingdom, these are called "Punctuality Statistics". The American angle is possibly more consumer oriented and the data are referred to as "Delay Statistics". The Canadian information was called On-Time Performance" statistics. It has been suggested that a carrier's ability to operate flights consistently very close to the times scheduled give it a competitive edge. This article will examine the differences in the methods used to measure punctuality. The problems inherent in the different approaches also will be examined in an attempt at suggesting some possible improvements for future application. This will include a discussion of the utility of the data, reasons for flight delays, how to define "on-time", flight versus passengers affected by delays, the issue of arrival delays as opposed to departure delays and a suggestion as to who, if anyone, should be performing such a statistical analysis.
