SPRINGFIELD STRATEGIC DEPLOYMENT OF ITS : THE STAKEHOLDER PERSPECTIVE
In 1996, the Executive Office of Transportation and Construction (EOTC) and the Massachusetts Highway Department (MassHighway), in partnership with the Pioneer Valley Planning Commission, successfully applied for and secured federal funding of the Intelligent Transportation Systems (ITS) Early Deployment Planning Process and Strategic Plan for the Metropolitan Springfield and Pioneer Valley region. The project was completed in 1998. The goal of the project was to ensure that the Pioneer Valley will be enhanced by an intelligent transportation infrastructure that will decrease congestion and delay in and between major activity centers, facilitate smooth intermodal linkages to support balanced utilization of transportation services and provide safe and efficient travel through the region
