Road Safety Audits were made mandatory for all United Kingdom (UK) trunk road networks in 1991. In 1996 a study was carried out by TRL (Transport Research Laboratory) on behalf of the UK Highways Authority to assess the benefits of the Road Safety Audit program. The purpose of the evaluation was to determine whether the objectives of the process have been achieved and to make an assessment of the quantifiable benefits which flow from the audit process. This paper reports on the findings of the 1996 study.
