ON THE ROAD TO EXCELLENCE: MEASURING BUS TRANSIT SYSTEM PERFORMANCE (MOVING BEYOND SECTION 15)

Information on the performance of bus transit systems has been collected by the Federal Transit Administration (FTA) and its predecessor for 20 years. There have been dramatic changes in bus technology and methods to quantify the benefits of bus transit during this period, yet the measures used to evaluate these systems have remained virtually unchanged. This paper reviews ways to improve the performance measures used to evaluate bus transit systems, recommends changes to the FTA's National Transit Data reporting system and outlines future areas of work in evaluating bus system performance.
