CAPITAL PROGRAM PLANNING, PRIORITIZATION, AND FINANCING

A 20-year Capital Improvement Program (CIP) has been developed and contracted out by the Washington Metropolitan Area Transit Authority (WMATA) for the Metro system. The CIP will serve as the strategic investment plan for WMATA, and as a tool to define and distribute yearly rehabilitation needs and funding for all elements of the system over the 20 year horizon. This paper chronicles WMATA's implementation program of a response to the growing need for system rehabilitation and renewal as their transit system matures. WMATA's approach is based on a thorough inventory of the assets of the system and a comprehensive evaluation of the condition of the assets.
