A WIDENED PERSPECTIVE ON ROAD SAFETY

While road safety policy is generally focused, rather narrowly, on accident countermeasures, the set of factors influencing accident counts is very much wider than this. It may be argued that, at the very least, exposure should be recognized as a relevant target variable in the context of accident prevention. An even wider perspective would incorporate factors determining exposure, such as income, prices, road infrastructure, public transportation, and demographics, along with certain other variables with the potential to influence accident rates, such as the general access to alcohol and drugs. Relying on an econometric modeling approach (the TRULS model for Norway), this paper estimates the partial relationships between all of these variables and road casualty counts.
