CITY EXPERIMENTS WITH WINTER MAINTENANCE STRATEGIES
Road agencies should constantly challenge their operation to improve winter maintenance performance, and also search for new technologies and procedures. This effort requires significant support from top management including the central city administration. This article describes efforts by the city of Portage, located in southwestern Michigan with over 200 miles of streets, to improve its winter maintenance service delivery by experimenting with liquid deicing agents as well as anti-icing (treating the pavement surface with a liquid deicing agent before a winter storm event).
