VIA RAIL TO TEST PRIVATE MONEY
Canada's federal government has committed Cdn$401.9 million over 5 years for capital improvements to Via Rail, the passenger line it owns. However, a little-noticed part of the background materials provided with the announcement has opened the door to private money. The government and Via "will also initiate the commercialization of certain remote and regional rail services" to tap into the better and more efficient service that private operators can deliver, the announcement said. The private participation will fulfill a government commitment to test the franchise concept in 2000.
