PLANNING POLICY GUIDANCE NOTE 12: DEVELOPMENT PLANS

This guidance note is a revision of PPG12 published in February 1992. It has been refocused to provide a more strategic review of the role and importance of development plans in the UK planning system. It outlines key general issues on plan content and procedures. It re-emphasises the Government's commitment to a plan-led planning system. It emphasises the need to prepare and update plans more quickly and efficiently than before. It calls for clear, concise, relevant, easily understood plans without unnecessary detail. It outlines the new procedures introduced for preparing local plans and urban development plans (UDPs). It establishes some key procedural issues in preparing, amending, and replacing development plans. It advises on the content and level of detail in plans, and identifies source of best practice on various plan preparation issues. It emphasises the importance of integrating sustainable development, transport, and land-use policies in development plans. It discusses development plans in relation to local transport plans (LTPs), and lists LTP issues with possible land-use implications. It states that a specific transport proposal, directly involving land use or development, should appear as a policy or proposal in the appropriate development plan.
