EVALUATION OF "THE WAY AHEAD" - WESTERN AUSTRALIA'S ROAD SAFETY STRATEGY

The WA road safety strategy document, "The Way Ahead: Road Safety Directions for Western Australia", was launched in mid-1996. The Ministerial Council on Road Safety and the Road Safety Council (RSC) were set up on 1 February 1997. Three years after the launch of the strategy, a review was commissioned to evaluate progress made towards achieving its objectives. Qualitative data was gathered by semi-structured interviews with key stakeholders. Publications and other relevant documents were also reviewed as required. Quantitative data was obtained from the Road Accident Prevention Research Unit linked database. Methods of reviewing road safety strategies in other states and territories were examined. The evaluation found that, although the strategy document provided only broad guidance in developing road safety programs, the document, and the structures set up, together provide an opportunity to bring agencies with responsibility in road safety together, with a common goal of improving road safety. There was evidence of greatly increased inter-sectoral cooperation and coordination and use of a multidisciplinary approach, which should prove increasingly effective. However, very little evidence of progress was observed in measures of crashes and injuries. Further observations and suggestions were made regarding the role of the Road Safety Council and the Office of Road Safety, the allocation of resources from the Road Trauma Trust Fund and the need for an action plan over three years.
