PLANNING TO MAKE A TRAFFIC CONTROL CENTRE WORK
This paper summarises the strategic, implementation and operational planning for a traffic control centre (TCC). The incremental approach which is often taken to developing a TCC allows many system and management weaknesses which limit the efficiency and effectiveness of the TCC. This paper concentrates on maximising the value of a TCC by starting with objectives rather than the electronic systems which are incorporated. This paper introduces an outcomes oriented plan for introducing a new TCC, based on extensive experience by many operators in diverse locations and the requirements of a particular city. A concept plan for a TCC has been devised for Perth which identifies the purpose of the centre from which the systems, integration and management of the TCC are then developed. This approach allows the complete range of technical and management issues to be dealt with as a single system unit rather than a collection of independent units.
