ASSESSING THE IMPACTS OF ATMS IN NEW ZEALAND'S LARGEST CITY
This paper describes the assessment of impacts from the introduction of ATMS into Auckland, New Zealand's largest City. Transit New Zealand (Transit) obtain all project funding from Transfund New Zealand (Transfund), who are responsible for Government finance of transportation projects in New Zealand. Each project has to be evaluated in accordance with the requirements of the Transfund Project Evaluation Manual (PEM). The procedures contained within the PEM define how quantitative assessments of projects should be carried out, with respect to tangible (i.e. directly measurable) benefits, including travel time savings, vehicle operating costs and accident savings. Intangible benefits, arising from effects on the environment and other consequential effects, are also assessed. The PEM is presently geared towards traditional "roading" schemes, rather than new technology applications. Therefore an evaluation procedure was established for the ATMS project, using parameters from the PEM, but tailored to the specific characteristics of the scheme.
