THE QA/QC PROGRAM AT NEW YORK CITY TRANSIT'S DEPARTMENT OF CAPITAL PROGRAM MANAGEMENT: HOW THE ESTABLISHED QA/QC PROGRAM SHAPED THE SUCCESS OF THE FRANKLIN AVENUE SHUTTLE
This paper will focus upon the implementation of New York City Transit's Quality Assurance/ Quality Control (QA/QC) Program within its Department of Capital Program Management (CPM). A good example of CPM's QA program is the Franklin Avenue Shuttle Project. The paper will detail how the established Quality Program facilitated the early completion of the project. Also outlined are several of the quality related improvements that turned the Franklin Avenue Shuttle into a celebrity project which has revitalized the Bedford-Stuyvesant area around the Franklin Avenue Station. In addition, a section is included describing another quality success story: how CPM significantly improved the testing process for its fan plant projects.
