AMTRAK PORTLAND TO BOSTON NEW START PROJECT
Passenger rail service was suspended on the 114-mile freight line in 1962. Northern New England Passenger Rail Authority (NNEPRA), Guilford Rail System (GRS), Amtrak, Federal Transit Administration, Maine Turnpike Authority, Maine Department of Transportation, Massachusetts Bay Transportation Authority, and seven station host communities are cooperatively working to complete this project. The development of passenger service on freight rail lines requires negotiation and consensus. Diverse shareholders must be involved in this process. The principals must develop an understanding of other issues and concerns, then enact a strategy that forwards the project to the construction phase while always trying to remain reasonable towards the other shareholders.
