EXPLICATING FEEDBACK AND FEEDFORWARD LOOPS THROUGH THE CONDUCT OF SAFETY STUDIES
The author, from the National Transportation Safety Board (NTSB) in the United States, discusses the importance of safety studies. He notes that the NTSB differentiates between 3 types of studies - statistical reviews to ascertain commonalities among groups of accidents, prospective accident studies that investigate new accidents, to determine common causes of accidents and their characteristics, and oversight studies. He relates two examples of the third category of accident studies, oversight studies. The first example involves a study of commuter airlines and the second one involves intrastate motor carrier operations.
