MODAL CHOICE FOR PASSENGER TRAVEL
A wide range of modes is available for passenger travel in Britain, but the effective choice open to the traveller will be constrained by local conditions, and his or her personal circumstances. For example, over very short distances (up to about two kilometres) walking is open to most people, and possibly cycling. In addition to modes defined according to their physical characteristics, it is also sensible to differentiate between 'car driver' and 'car passenger' as separate modes. A further distinction made in the National Travel Survey (NTS) is that between 'main driver' (the person who drives most within the survey week) and 'other drivers' (persons with driving licences whose car use is somewhat less - a typical example might be the second licence holder in a one-car household). A substantial volume of public transport use is drawn from people in car-owning households, but this does not necessarily indicate that they have cars available to them personally for those trips. The second driver in a one-car household, for example, might not have the use of a car during the Monday-Friday 'working week' when the main driver has taken the car for the work journey.
