PLANNING FOR TRANSPORT INFRASTRUCTURE 2002-2011

Overall goal of transport policy is to secure a macroeconomically effective and sustainable transport service for citizens and the business sector in the whole country. The overall goal is to define in terms of five targets regarding access, transport quality, traffic safety, good environment and positive regional development. The function of a transport system in society is so complex that traffic has been slower, and in lorry and non-coastal sea transport faster, than expected. It is estimated that over the next 10 years: (1) accessibility will increase; (2) quality of transport infrastructure will on the whole improve; (3) it will not be possible to halve fatalities although fatalities and severe injuries will decrease; (4) the target for emissions of NOx and S will be achieved, but CO2 and noise are doubtful; and (5) positive regional development cannot be ensured by the national target. Strategic analysis will be divided into analysis of strategic areas and analysis of policy alternatives and resource limits. Priority areas for analysis are: (a) access for different groups; (b) port structure and shipping; (c) design of operation and maintenance; (d) metropolitan traffic; (e) system analyses for railways; (f) higher speeds for trains; and (g) road safety.
