ETC IMPLEMENTATION: EXPERIENCE AND RECOMMENDATIONS
It is difficult to assess the reliability and operational accuracy of an Electronic Toll Collection (ETC) system prior to its installation. To illustrate the specifics associated with ETC system projects, two case studies are discussed. The issues chosen cover a broad range of operational and implementation challenges to illustrate the numerous factors that impact total system reliability. A brief history of each project provides the background for the specific points raised. The authors conclude with a set of observations and recommendations for improving project success.
