EFFICIENT ACCESS PRICING FOR RAIL BOTTLENECKS
This study was undertaken for the purpose of a review of some of the key questions surrounding the issue of railroad access price. Access price is to be understood as the price asked by a railroad that owns a particular segment of track for access to, and use of, that segment of track by some other railroad. The report was prepared with the intent that it be accessible, and useful, to people who have not had specialized training in economic theory.
