POLSSS - POLICY FOR SEA SHIPPING SAFETY: EXECUTIVE SUMMARY
This report provides a brief overview and summary of the results of a study that was performed for the Directorate for Transport Safety of the Directorate General for Freight Transport of the Netherlands Ministry of Transport, Public Works, and Water Management. The study defined a framework for decision making with regard to the safety of shipping and the environment in the North Sea and areas around Dutch seaports and approaches. Also provided is an assessment of the costs and benefits of individual policy instruments as well as combinations of these instruments, a survey of the perceptions of stakeholders about the safety situation in the North Sea and surrounding areas, and a survey of the perceptions of the stakeholders about the effectiveness of various policy instruments for maintaining safety in the area.
