ENVIRONMENTAL PLANNING AS PART OF THE HIGHWAY PLANNING PROCESS
This paper is concerned with the future of the human and natural environment and its preservations and/or enhancement through a process of environmental planning which would utilize environmental impact statements and assessments, as well as public participation programmes in the transportation planning process. The transportation planning process is the procedure by which the design decisions are made regarding the production of a transportation facility. The greatest implication of the addition of an "environmental concern" to that process, is to change a number of decision-making procedures. /RTAC/
