REGIONAL PLANNING GUDIANCE FOR THE WEST MIDLANDS REGION - RPG 11

This document replaces the version of RPG11 published in September 1995; its most substantial changes have been made in Section 9, on housing. It shares the vision of the Advice on regional planning guidance (RPG) for the West Midlands of England, produced by its local authorities in Autumn 1993. This vision is that the West Midlands is an advanced, enterprising, and competitive manufacturing region, set in a framework of sustainable development, where everyone has access to a high quality of life. To achieve it, there will need to be a partnership of central and local government, the EU, and the private and voluntary sectors, Some of the relevant programmes and responsibilities are within the scope of RPG11, which primarily aims to set the framework for development plans in the West Midlands Region, and covers the period to 2011. Its chapters cover the region as a whole, regional development strategy, sub-regional strategies, urban regeneration, rural regeneration, economic prosperity, tourism and recreation, housing, transport, the Green Belt, quality of life, minerals and waste, and monitoring. The chapter on transport considers regional transport strategy, public transport including bus and rail, cycling, walking, integration of transport modes, traffic management in urban centres, roads, international links, and freight transport.
